North Korea's 'Sunrise Restaurant,' Whom is it for?

According to the Daily NK, the North Korean regime is using visits to the recently opened 'Sunrise Restaurant' and 'Mansukyo Soft Drink Shop' for propaganda purposes. However, because of the expensive prices, usually only rich people - high-ranking officials and foreigners - can afford to use these places.
 
Daily NK's source from Pyongyang said that the North Korean government gives people 'Suryeong Care Tickets,' which allows general people to go to these places once a month. However, the general public can go there only when foreigners and rich people are not there. Regardless of this fact, the North Korean regime keeps using the facilities in propaganda. The focus of the propaganda is teaching the people that this is 'a gift from the care of Marshal Kim Jong Eun.'
 
The source said that the restaurant services treat care ticket holders badly and give them less food. On the other hand, it is easy to see that children of rich people or high-ranking officials are able to  book or borrow these places for a whole day to have a party or drink.
 
The source stated that general people living day to day cannot really go these places, and these places are just propaganda tools of the North Korean regime.
