On May 27th, HRNK Canada (president: Kyung B. Lee) submitted recommendation to the minister of Foreign Affairs Canada to update and strengthen the existing North Korean sanctions law, called "SEM(DPRK) Regulations." The contents of the recommendations are as following: 1. Define the scope and extent of humanitarian aid more clearly, and require strict adherence to principle of no access, no aid in humanitarian aid
- To the extent of human sufferings only under the Humanitarian Principles
- Under the principle of and, on condition of, "no access, no aid"
2. Prohibit any supply of services (as well as goods), benefiting or serving the interests of the DPRK regime, extended under the pretext of humanitarian aid or Christian missionary work
- To include services, such as science and technology training/education
serving the military interest of the regime
3. Restrict visits to the DPRK, with specified exceptions that require a pre-visit and post-visit declaration
- To specify exceptions, such as meeting/reunion of separated family
- To protect from NK's overseas operation, including abductions and other
entrapments
- To safeguard from visitor-to-agent contact and post-visit intimidation
- To check the visitor's direct cash-out to and for the regime
4. Sanction against the human rights violators in the DPRK
- To follow the sanctions under the UN Security Councils resolutions
5. Create and maintain mechanism to enforce compliance and detect non-compliance of the SEM(DPRK) regulations
