This report focuses on the following three objectives: first, it analyses how North Korean refugees had been tortured during the process of interrogation by the National Security Agency and the Peoples Safety Agency in detention facilities from 1993 to 2008 and estimates whether there has been actual improvement of human rights in the DPRK; second, according to the information accumulated through the NKHRs researches, it explains the duty of the DPRK to prohibit torture under international and domestic laws; third, it presents a few recommendations to the North Korean authorities and proposals to the United Nations and the UN Special Rapporteurs for better protection of human rights in the DPRK.
